Fall Debut For New NACLAA Courses
By Stacey Armstrong
The National Advanced Certificate in Local Authority Administration continues to expand its course selection. In September 2003 two new courses will be introduced to the program: Property Taxation and Assessment, and Citizen Engagement and Consultation.
Property Taxation and Assesment provides local government administrators with an understanding of the processes of assessment and property taxation. It examines the role and characteristics of the property tax, the elements of assessment techniques, tax rate setting, property tax relief and reform, and the economic effects of property taxes.
Citizen Engagement and Consulation examines approaches to promoting effective and democratic public engagement. The course provides a brief overview of key theoretical concepts, and focuses on practical tools which support and guide the interaction between councils, administration, the media, the public, NGOs and social movements, and other governmental bodies.
Each of the NACLAA courses is produced according to a development template that has been established by the University of Alberta and Dalhousie University. A key feature of this template is the use of curriculum committees which draw their membership from leading practitioners and academics across Canada. Accordingly the courses are not only academically sound but also practical in nature and reflect the real emerging needs of local government administrators. Additionally all course incorporate the latest in design and pedagogy which ensures that they are appropriate to the needs of the adult learner.
